30	We are looking for something to indicate a valid patient, to associate valid people attibutes to the covid vaccination history. Campus ID a primary key How does data get into PnC when a student cannot log in? How should we manage the graduation to employment workflow? Vaccination History while a student is FERPA. Any activity after graduation is HIPAA. In the case of users that have two patient rows, why would we associate the vaccination with the row that has a blank campus id?
