Drupal 8 User Account Migration

How can we migrate user accounts from the Drupal 7 (old website) instance to Drupal 8 (new website) with the minimum amount of disruption for our end users:

Description	This is a module provided by the Drupal community to analyze what will be necessary to do an update. It also looks like it could potentially automate the update (run the underlying drush commands).	There may be specific steps that are needed when updating an Pantheon hosted Drupal site (probably not); research would be needed to find out.
