Determining Salary Point for GSR Fellows and Trainees
The following considerations should be taken to determine the salary point (SP) to place GSR Fellows and Trainees on for academic year 2024-25
Departmental policy
Where there is an existing departmental policy and practice on what salary point GSR Fellows and Trainees are placed on, this should continue to be followed in 2024-25
Best practice is for the department to have a consistent policy in place, such as:
GSRs (3284) are on SPx; GSR F&T (314*/315*) are on SPx; or
GSRs are all on SPx; or
GSR F&T (314*/315*) are placed on minimum SPx to meet next highest salary point above their underlying fellowship amount
Departmental commitment
Departments should refer to the student’s financial award recruitment letter to ensure the salary point meets or surpasses the employment salary obligation in the financial recruitment offer letter.
Note that, within your department, if a GSR Fellow or Trainee has been previously hired on SPx, that is the minimum SP.

GSR Experience
The salary point will need to meet the contract experience quarter count (Graduate Division’s Experience Minimum Report). (Note: quarter count takes effect 10/01/20xx based on the experience count as of 06/30/20xx, Article 32.B)
A GSR with at least three quarters of experience (or equivalent length of service in any GSR position) in a bargaining unit position at 25% FTE or more per term at the same campus shall be placed at salary point 2 or higher.
A GSR with at least six quarters of experience (or equivalent length of service in any GSR position) in a bargaining unit position at 25% FTE or more per term at the same campus shall be placed at salary point 3 or higher.
Contract “On Scale” Compliance
The salary point the student is placed on, needs to be at a minimum, the next highest salary point above their underlying fellowship amount
“When extramural agencies establish stipends at a rate less than the University established wage minimum, and the campus elects to proceed with the appointment of a GSR, the campus shall provide additional funding to increase the wage rate to the next highest salary point on the GSR scale, if applicable..” Article 32.C.2.a
For new GSR Fellows and Trainees, If the department can show previous practice for GSR Fellows and Trainees being placed on a SP that meets the Article 32.C.2.a requirement only, the next highest salary point may be used.
If a GSR Fellow and Trainee was on a SP in a prior year as the next highest salary point, and are continuing as a GSR Fellow and Trainee, they should not drop below that initial salary point. For example if a GSR Fellow in 2023-24 was at SP3, they should not be moved down to SP2 in 2024-25.
